Over the last two months, there have been exciting advancements in Oregon’s CBN landscape! The Oregon Liquor and Cannabis Commission (OLCC) has recently shared vital information with FloraWorks that will reshape the future of CBN products within its state. This exclusive news holds immense potential for the advancement of CBN research and development.
After thorough deliberation from industry stakeholders, the OLCC has enacted amendments to OAR 845-025-1310, granting artificially derived CBN products an extended grace period of 18 months to meet the same rigorous requirements as other cannabinoids effective July 1, 2023. This means that the benefits of CBN will be available for scientific investigation and application until at least January 2, 2025!
Continued Sales and Transitioning to the Future
For those who are concerned about the continued sales of your CBN-infused products, you can relax! Any products made before July 1, 2023, that comply with the previous rules will still be available for purchase until January 2, 2025. After this date, products must adhere to the general requirements outlined in OAR 845-025-1310(1).

Streamlined Approval Process
To ensure the highest quality standard, the OLCC has introduced an approval process for cannabis CPG manufacturers.
From July 1, onward, processors can only manufacture a product using artificially derived CBN, and retailers can only sell items containing artificially derived CBN, as long as:
- the product is NOT intended for inhalation;
- the CBN was manufactured in a facility with an Oregon Department of Agriculture (ODA) food safety license;
- the CBN was manufactured under either an OLCC processor license or an ODA hemp handler license; and
- the manufacturer of the CBN has written approval from OLCC.
How can I seek written approval?
CBN manufacturers seeking to obtain an OLCC written approval must fulfill specific requirements. For manufacturers to secure written approval from the OLCC, they must demonstrate the following:
- affirm that they have taken substantial steps to meet the same requirements as other artificially derived cannabinoids. This includes determining that the cannabinoid is “generally recognized as safe” (GRAS) or receiving an acknowledgment with no objection from the United States Food and Drug Administration (FDA).
- provide a copy of the hazard analysis for their manufacturing process as described in the current good manufacturing practice (cGMP)
- provide copies of any preventative controls that minimize or prevent hazards (21 CFR 117.135)
To keep you in the loop, the OLCC will maintain a published list of approved manufacturers on its official website.
Labeling Requirements:
In the midst of these changes, the labeling requirements for products containing artificially derived CBN and other cannabinoids remain unchanged. All marijuana and hemp products must comply with the labeling requirements outlined in OAR 845-025-7145. These requirements ensure that consumers have access to accurate and transparent information about the products they purchase.
